The focus of the Junior Construction Technical Coordinator - Pipeline role is to provide technical assistance to the construction management and inspection team. The role will be accountable for the detailed monitoring of field technical issues, including survey and as-building, RFIs from the contractor, scope changes, technical assistance to the inspection and contractor personnel, overall successful project execution and client satisfaction on the project. He/she will report directly to the Chief Inspector and functionally to the Senior Field Engineer or home office Project Engineer, as applicable.

Qualifications:

  • No more than 5 years experience (this is strictly enforced)
  • Technical Post-secondar education
  • PMP designation is desirable
  •  

Responsibilities:

  • Pre-Construction Input & Preparation
  • Provide input to the Pipeline Construction Contract and Bid Form
  • Participate in the pre-construction training and orientation of project field personnel
  • Plan and organize engineering reporting requirements and formats
  • Provide in-depth knowledge of project and schedule
  • Monitoring of Contractor Performance During Construction
  • Coordinate field engineering requirements
  • Maintain a system of Drawing issue control
  • Review all Drawings and assess whether the design is applicable to the actual conditions encountered in the field. Should the field conditions encountered differ from those assumed in the design, the Field Engineer must quantify the changed conditions and make recommendations on design changes, through the Chief Inspector, to the Home Office Project Engineer
  • Assume responsibility for the assembly of all required as-built information and control and coordinate the activities of the construction survey contractor
  • Ensure that the information produced by the construction survey contractor is correct and in the form required under the terms of their contract
  • Ensure the level of workmanship meets or exceeds the engineering requirements of the Specifications and Drawings
  • Provide technical interpretation on field issues, changes, etc.
  • Interface with the Project Engineer on all facets of technical changes
  • Prepare all necessary technical documentation which will support field design changes within the Field Engineer’s authority
  • Expedite, through the Project Engineer the issue of all design changes which must be made by the Project Design Group
  • Ensure that Discipline/Activity Inspectors are alerted to, and aware of, important engineering requirements, in advance of the contractor starting construction on these features
  • Prepare a Daily Field Engineering Report which will record engineering inspections made and include field design changes
  • Personally inspect all proof testing so as to ensure that such testing is conducted in accordance with all applicable Codes, Regulations and the Specifications
  • Establish and maintain records of each proof test conducted, complete with all testing documentation including: pressure charts; dead weight readings; recorder calibration records; yield plots and leak reports
  • Ensure that satisfactory as-built record of the work is being made;
  • Provide all necessary assistance to the Chief Inspector in assessing the cost and schedule implications which may result from design changes or Extra Work Authorizations
  • Assist in the preparation and verification of Progress Report Summaries and Progress Billings
  • Perform (or organize a competent third party) as necessary specific engineering tests such as sieve analyses, compaction tests, concrete tests, etc.
  • Carry out material coordination and control functions on the project.
  • Liaise with the Procurement Coordinator to determine material availability
  • Liaise with the Field Management Team to advise on material arrival dates
  • Coordinate material delivery to the field and ensure all receiving reports are completed
  • Material takeoffs to determine quantities
  • Ensure that the quality of all delivered material as is per the Specifications
  • Coordination and shipping of surplus material to ‘Owner’ designated sites
  • Enforce the specified quality control procedures for Construction Contractor handled and stored material
  • Perform additional duties and responsibilities, not necessarily listed above, which may be assigned by the Construction Manager or Chief Inspector
  • Post-Construction Project Resolution and Close-out
  • Upon completion of construction, interface with and provide necessary assistance to the group preparing the final as-built drawings and documentation
  • Verify that all documentation is included in the Turnover Package
  • Participate in an end of project review with engineering, procurement and operations to ensure future projects are executed smoothly, and provide recommendations for improvement on an ongoing basis
  • Assist in claims resolution
  • Identify deficiencies for future action
  • Assist in data collection and report transfer to client
  • Provide post construction evaluation and lessons learned document
  • Review estimate and schedule to actual values and provide feedback
