As part of a hardworking team of diverse specialists and accomplished experts in Program Planning & Controls (PP&C), you will execute cost management for various spaceflight systems. Partnered with Blue’s Integrated Product Teams (IPTs), there are multiple facets to your support of our spaceflight systems.

Reporting to the PP&C leader of your assigned Business Unit and in close coordination with the program planners, you will support the development of cost baselines in Deltek Cobra, integrated with our program schedules in Primavera P6. This will require clear communication and strong organizational skills as you solicit inputs on labor and non-labor resource requirements across your assigned IPTs to create time-phased resource plans.

Establishing these cost baselines will involve supporting the development of Work Breakdowns Structures, establishing required charge numbers, and deriving control-account level budget plans within authorized values and periods of performance. This position will drive execution to these plans by tracking budgets/forecasts to actuals, performing variance analysis, updating forecasts, and monitoring and controlling actual costs. You will generate reports, actionable metrics, and key performance indictors to inform IPT leaders and influence future plan updates.

This position requires you to implement effective change management to account for approved scope changes, as well as actively managing updates that support program estimate to completes (ETC) and Estimate at Complete (EACs) exercises. A strong attention to detail and proactive analysis of budget status, actual costs and variances is needed to help inform future performance on our projects.

Mandatory Skills:

  • Experience and comfort with working in ambiguous environments and situations
  • Undergraduate degree in business, finance, engineering, project management or other highly analytical field
  • 3+ years experiences in roles requiring financial analysis, budget management or cost estimation
  • Adherence to a monthly business rhythm of budgeting, forecasting, variance analysis, change control, and reporting (developing and implementing a business rhythm and reporting from scratch for mid-career to senior positions)
  • Experience mining large data sets to uncover and formulate actionable information
  • Ability to earn trust, maintain positive and professional relationships, and contribute to a culture of inclusion

Desired Skills:

  • Experience baselining new programs
  • Proven record of hands-on development and implementation of company-wide process improvements (mid-career to senior positions)
  • Broad/deep financial and business analytics experience supporting government or EVMS-required programs (customer or internally funded)
  • IPMR customer deliverables on EVM-required contracts P6, Deltek COBRA, Empower, or other cost/schedule integration and analysis tool experience
  • Experience in developing or maintaining an Integrated Master Schedule (IMS) or detail IPT schedules Successful support of programs through DCMA/DCAA, joint site surveillance, or other government audits Proposal support including pricing for bids requiring certified pricing MBA, or Project Management certification (PMP/Certified Project Manager)

  1. How large of a team are they working on? They could support 30-50 people, but not actually interface with them.  Direct 10 to 20.
  2. Is team currently on site, remote or combination? Starting remote, going onsite.  Preference is Seattle or Space Coast.  Not permanent remote.
  3. What does training for this role look lie (if any)?  Internal wiki, should come in with the experience needed
  4. Will any of the following be required for this position: overtime, travel, on call, weekends, off hours?  None of the above expected
  5. Any chance the role can extend to 24 months or convert to FTE?  Temp to perm at 6  months

  1. What programs, technologies, certifications that would be useful for them to already know? PNP certification is desired.  Typical software for planning and scheduling.
