JSG is currently recruiting for a highly experienced Lead Permit Coordinator to manage permitting and regulatory compliance activities necessary for pipeline construction, including both regulatory and provincial permits in British Columbia. This role requires deep expertise in obtaining permits required throughout all phases of pipeline construction, including environmental, land use, water use, and construction-specific permits. The Coordinator will ensure seamless integration of environmental and regulatory requirements into project planning, execution, and stakeholder communications.
Key Responsibilities:
Permit Acquisition & Management
Identify, prepare, submit, and track all necessary regulatory and provincial permit applications required for pipeline construction activities, including but not limited to ancillary site, road access, water usage, and investigative use permits.
Coordinate Environmental Assessment Certificate (EAC) amendments and extensions, ensuring compliance with current regulations and project-specific conditions.
Manage timelines for overlapping permit approvals, ensuring alignment with construction schedules and regulatory requirements.
Regulatory Compliance
Ensure thorough understanding and compliance with regulatory requirements, particularly the Oil and Gas Activities Act (OGAA), Water Sustainability Act, and related provincial regulatory frameworks.
Monitor and manage compliance with all permit conditions throughout the lifecycle of the project, proactively identifying risks and implementing corrective actions when necessary.
Conduct regular environmental inspections and monitoring activities, documenting compliance status and addressing any deviations.
Stakeholder Coordination
Act as the primary point of contact for community stakeholders and regulatory agencies concerning permitting activities.
Coordinate closely with internal teams, including Indigenous relations specialists, to proactively manage stakeholder engagement and resolve potential permitting conflicts or concerns.
Facilitate clear, ongoing communication with regulatory agencies to ensure timely permit approvals and compliance with project timelines.
Documentation & Systems
Establish and maintain detailed permit registers and tracking systems, ensuring comprehensive documentation of all active and historical permits.
Maintain audit-ready records to demonstrate compliance with regulatory requirements at all times.
Reporting
Prepare regular compliance and permitting progress reports, highlighting risks, permit statuses, and mitigation measures for management and regulatory agencies.
Communicate proactively with project leadership regarding permit-related milestones and deadlines.
Required Qualifications:
Minimum 10 years of experience in obtaining and managing permits required for pipeline construction projects in British Columbia, encompassing both regulatory and provincial permits.
Demonstrated success navigating permitting processes involving the BC Energy Regulator (BCER) and other provincial regulatory bodies.
Extensive knowledge of provincial regulatory frameworks and relevant legislation, including OGAA and Water Sustainability Act.
Proven ability to manage multiple concurrent permits, adhere to strict deadlines, and ensure regulatory compliance throughout project execution.
Bachelor’s degree (or international equivalent) in environmental science, biology, natural resources, or a related discipline.
Excellent organizational, communication, and interpersonal skills.
Proficiency with permit tracking software and GIS-based tools.
Preferred Experience:
Specific experience managing pipeline construction permits involving environmental assessments, land use planning, and water resource management.
Familiarity with coastal or marine permitting processes and associated ecological considerations.
Experience working closely with Indigenous communities and incorporating stakeholder feedback into permit applications and compliance plans.
Working Conditions:
Occasional travel to project or field locations within British Columbia for permit management and compliance activities.
