Job Description

Johnson Service Group (JSG) is a nationally recognized professional staffing firm, and we are recruiting an experienced, Lead Project Controls Specialist for a 9-12 month contract assignment.

This role will be preferred to be in the Houston, TX or Corvallis, OR office, but could be remote with travel up to 25%.

Target W2 compensation:  $90.00 - $110.00/hour (commensurate with experience)
Citizenship:  U.S. Citizenship is required.
Eligibility:  Must be eligible to work under DOE 10 CFR Part 810

Position Summary:
The Project Controls Lead is responsible for overseeing the individuals that implement the processes and tools used for controlling projects.  This includes earned value management, planning, scheduling, cost estimating, change management, and budgeting.  The lead is assigned to a project and is assigned a team of project controls professionals, implements best practices, and supports decision-making through data-driven insights.  Project Controls resources support project managers and project directors to ensure that projects are delivered on time, within budget, and in compliance with organizational process, policies, standards.

Responsibilities: 
  • Lead, mentor, and develop a team of project controls professionals (project control specialists) who are assigned to projects.
  • Promote a culture of accountability, innovation, and professional growth within the team. 
  • Manage staffing needs, including recruitment, onboarding, training, and retention strategies. 
  • Oversee the tools and standards for the development and maintenance of integrated project schedules and cost baselines. 
  • Implement a graded controls approach based on project size and complexity.
  • Provide oversight to project teams to ensure quality and consistency of earned value management baselines, forecasts, and change control. 
  • Oversee establishment of key performance indicators (KPIs) for project health (e.g., SPI, CPI, etc.). 
  • Coordinate with other corporate stakeholders (e.g., Procurement, Finance, Accounting) on requirements for and information needs from projects.
  • Lead the design and development of progress reports for senior management and other stakeholders. 
  • Utilize dashboards and analytics tools (Power BI, Tableau) for real-time insights. 
  • Facilitate effective communication and alignment across departments and project teams to ensure effective implementation of project controls functions.
  • Continuously improve project controls methodologies, processes, standards, and tools to enhance effectiveness and efficiency, leveraging lessons learned, benchmarking, and best practices. 
  • Perform period organizational assessments. 
  • Drive digital transformation initiatives (e.g., automation, AI, advanced analytics) in collaboration with PMCoE.

Education / Experience: 
  • Bachelor’s degree in engineering or similar field preferred.
  • 10+ years of project controls experience on large commercial projects, with at least five years in leadership, managing project controls teams and complex projects, is required.
  • Must have expertise with scheduling (P6), budgeting, ERP and other project controls tools (e.g., PRISM G2). 
  • Additional required or preferred experience includes:
    • Demonstrated application of Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) principles and processes (required).
    • Demonstrated application of integrated cost and schedule control, or ANSI EIA-748-C Earned Value Management System practices (required).
    • Experience in the nuclear industry, energy industry, power plant architect/engineering (A/E), power plant engineering procurement construction (EPC), or US Department of Energy nuclear projects.  (preferred)
    • Project Management Institute (PMI) Project Management Professional (PMP) certification or equivalent certification program completion. (preferred)
    • AACE Certifications - Certified Cost Professional (CCP), Planning and Scheduling Professional (PSP) (preferred)
