Job Description

Johnson Service Group is recruiting a SCADA Engineer for a great client of ours in Manassas, VA.  This is a 6 month contract to hire role that is on site 5 days a week.  Pay is in the $55 - $60/hr range.

Role
Configures, maintains and supports the SCADA and Load Management infrastructure to ensure its reliable, safe and secure operation. Maintains the SCADA and Load Management systems in a compliant manner and demonstrates compliance with applicable regulatory standards.
SKILLS AND ABILITIES:
  • Strong computer and networking skills.
  • Demonstrated proficiency with Windows operating systems, LINUX, Microsoft Office, virtualization, access control/authorization, security event monitoring and configuration management software.
  • Demonstrated proficiency with administrating, programming, and troubleshooting real-time SCADA systems and displays. 
  • Demonstrated knowledge of Power System Operations concepts, processes, and procedures. 
  • Basic understanding of NERC CIP standards. 
  • Effective written and verbal communication skills. 
  • Ability to work with people with varying technical skill levels.
  • Ability to manage projects and time effectively to meet strict deadlines.  Ability to work independently, as well as part of a team, with little to no supervision.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Design and Configuration: Lead the design, configuration, and ongoing maintenance of SCADA and Load Management infrastructure, ensuring alignment with policies, regulatory standards, and evolving industry best practices.
  • Documentation: Develop and maintain comprehensive documentation for SCADA system changes, compliance assessments, testing procedures, system configurations, access reviews, and equipment disposal to ensure regulatory adherence and facilitate audits.
  • Security: Oversee and enhance procedures and practices related to the SCADA system's physical and cyber security, ensuring robust protection against potential threats and compliance with security protocols.
  • Programming and Communication: Develop and implement SCADA system programming to ensure effective communication with field equipment such as IEDs, RTUs, and meters, optimizing system performance and data accuracy.
  • Maintenance and Support: Ensure the ongoing maintenance and support of SCADA servers, databases, data historians, SCADA one-lines, map boards, operator training systems, and engineering workstations. Oversee integration with related Electric Operations systems such as ACS, eDNA, ICCP, and delivery point meters while managing vendor relationships for hardware and software.
  • Operator Displays and Databases: Design, develop, and periodically update SCADA operator displays and databases to enhance system usability and operational efficiency.
  • Coordination with Power Supply: Facilitate communication and coordination with Power Supply teams to implement and manage peak demand load shedding programs effectively. 
  • Cyber Security and Incident Response: Lead the development and implementation of the OT Cyber Security Plan and OT Cyber Incident Response Plan, ensuring robust preparedness and rapid response to incidents. 
  • Internal Coordination: Collaborate closely with Electric Operations staff to coordinate SCADA infrastructure and display activities, ensuring alignment with operational goals. 
  • ICCP Database Coordination: Manage the ICCP database and oversee data exchange processes with external entities to ensure accurate and timely data integration.
  • Audit Participation: Act as a subject matter expert during internal and external audits, providing insights and ensuring compliance with auditing requirements. 
  • Technical Support: Offer expert technical support to internal staff for maintaining SCADA systems, addressing issues, and providing solutions to ensure smooth operations. 
  • Recovery Efforts: Lead and participate in recovery efforts following system outages or failures, ensuring effective restoration and minimal disruption to operations.
EDUCATION AND EXPERIENCE
  • A bachelor’s degree in engineering, Computer Science, Information Systems, or a related field or an equivalent combination of education and experience is required.
  • Three or more years of experience configuring, maintaining, and troubleshooting SCADA or equivalent distributed control systems (DCS) is also required.
