Job Description

Johnson Service Group (JSG) is a nationally recognized professional staffing firm, and we are recruiting for a Senior Project Controls/Cost Specialist (Nuclear Construction) to support a leading clean energy organization advancing next-generation small modular reactor (SMR) technology.

Annual Salary: $125,000 - $150,000 ( commensurate with experience)
Citizenship Status: Due to Federal requirements, U.S. Citizenship is required.
Location: Onsite at City Centre in Houston, TX 77024

Position Summary
This direct hire role will actively assist the project managers with the non-technical management of a project including utilizing Earned Value Management methodology to keep deliverables on schedule and within budget, and developing and maintaining standard project controls tools.

Key Responsibilities
  • Works with the appropriate Project Director(s) in the establishment of project controls governance for projects characterized by large investment commitment, vast complexity, and long-lasting impact on the economy, the environment, and society.
  • Develops an appropriate work breakdown structure and project control hierarchy, and establishes this hierarchy in the Primavera scheduling tool including the appropriate schedule information, resource loading, and milestones consistent with project funding, timetable, and objectives. 
  • Works with Project Accounting to support monthly accruals process.
  • Works with the Project Managers, Project Controls staff, and performing organization to create, update and maintain the project cost and schedule baseline.
  • Develops and maintains periodic project status reports related to project progress including earned value metrics, schedule performance, approved changes, cost forecasts, and revenue.
  • Identifies and mitigates potential changes. Where necessary, mature trends, gain approval, and implement approved changes to the project baseline.
  • Creates, maintains, and controls access to project charge codes.
  • Mentors junior staff within the project controls group and helps develop their knowledge and be available to assist with general questions.
  • Incorporates external schedules within the project’s Integrated Master Schedule.
  • Performs critical path analysis on project schedule.
  • Performs forensic schedule analysis to support claims.
  • Develops and publishes periodic project Level 2 and 3 milestone completion and status reports.

Education / Experience: 
  • Bachelor’s degree in Engineering, Construction Management, Project Management, or related field (or equivalent experience) is required.  An advanced degree is preferred. 
  • 8+ years of experience in project cost controls within large-scale projects exceeding $100 million (preferably in energy, infrastructure, or industrial sectors).
  • First-hand project experience in nuclear power plant outages or nuclear projects is preferred.
  • Additional required experience includes:
    • Oracle ERP, SAP experience.
    • Prism G2 or other Earned Value Management System experience.
    • Claims and Forensic analysis experience.
  • Must have exceptional organizational and multi-tasking skills, with an emphasis on coordinating conflicting demands and priorities and the ability to manage complex programs/projects with multiple work phases.
  • Must be able to demonstrate strong technical writing skills with excellent communication, computer, presentation, and interpersonal skills.
  • Must be eligible to work under Department of Energy regulation 10 CFR, Part 810.
