Johnson Service Group (JSG) is currently hiring an experienced Water/Wastewater Engineering Project Manager / Group Leader in Portland, Oregon
The primary focus will be the development of business relationships, sales and project delivery for existing and new municipal water and wastewater clients in the Oregon Market. This leadership position will be responsible to help build and grow our Water/Wastewater Practice in Oregon and will require the candidate to utilize their expertise in municipal engineering related projects, including, but not limited to: water and wastewater system planning, potable water supply, conveyance and storage design; sanitary conveyance (gravity and pumped systems) and treatment design; hydraulic modelling analysis and design; preparation of infrastructure feasibility studies and master plans; preparation of engineering and construction plans, specifications and estimates; coordination with regulatory agencies for project permitting. Specific areas of expertise may include:
Potable, raw and recycled water delivery system management and master planning
Groundwater supply systems, including well design
Conveyance system design, including potable water pipelines, pump stations and reservoirs
Water supply analyses, including water supply assessments and master planning
Pressurized system hydraulic analyses
Water quality analysis and treatment, including potable water systems, wastewater treatment and advanced water quality treatment for indirect and direct reuse
Sewer system management and master planning
Collection system design, including sewer pipelines (gravity and pumped systems), lift stations and combined systems
Operational controls, including SCADA
The responsibilities for this role will be diverse and will include participating in both Business Development activities and Operational Management. The position will report directly to our Water/Wastewater Practice Leader and will coordinate with the Water and Environment Business Unit (WEBU) Oregon Market Leader and other service lines and business units.
Business Development responsibilities include but are not limited to the following:
Responsible for the full relationship and overall client experience of clients in the Water/Wastewater market
Develop significant new business, lead client teams and cross-business unit selling, assess client technology trends, and perform client sales forecasting
Manage the overall client experience and build, maintain, and deepen the client relationships
Monitor project manager performance on their client’s projects
Conduct client experience surveys
Coach project managers on client expectations and provide feedback on project manager and delivery team performance, including removing underperforming project managers or staff
Engage in project recovery and supports collections as needed
Coordinate with the Market Leader to identify and pursue Water/Wastewater-specific project opportunities
Make go/no-go decisions and determine pursuit staffing and teaming partners
Responsible for client profitability, favorable contract terms, revenue forecasting, and the client sales result
Group Leader responsibilities include but are not limited to the following:
Provide leadership and guidance to project teams and staff
Supervise delivery of technical work by the Oregon Water/Wastewater engineering team per Quality Management requirements
Ensure project managers have the technical resources needed to deliver projects successfully
Accountable for performance management for group members and applicable administration approvals such as time off, timecards, expense reports, and training
Attract, develop, and retain key talent; set expectations and manage performance
Serve as a pursuit champion and project manager as appropriate for Water/Wastewater projects
Ensure excellence in project execution for on-time, on-budget deliverables of a quality that meet or exceed the industry’s standard of care
Review engineering documents and deliverables for compliance with contractual requirements
Work with the Practice and Market Leaders to ensure office resources are available to complete existing project work as well as work committed to in proposals
Partner with staff to support employee development and career growth opportunities for project delivery staff
Work with the Water BUÂ Market and Practice Leaders, as well as other Group Leaders, to ensure that Business Unit metrics and stated key results are met, including, but not limited to: sales, backlog, growth, utilization, accounts receivable, employee satisfaction, team satisfaction, client satisfaction, profit, at-work revenue factor, operating income, and days sales outstanding
Adhere to firmwide tools, processes, and policies including project accounting (set up, budgeting, etc.), contracting, and quality requirements
Basic Qualifications
BS in Civil Engineering with emphasis in environmental engineering, civil engineering, and/or water/wastewater system analysis and design
Registered Professional Engineer in Oregon
Strong written and verbal communication skills
15+ years of experience in the delivery of water/wastewater engineering projectsÂ
5+ years in a business development role with clients in the Oregon market

Preferred Qualifications
20+ years of experience
Experience working with local special purpose water/wastewater agencies and municipalities, as well as other local, state and federal regulatory agencies
Experience with water and sewer master planning
Experience with Oregon water and wastewater codes, Oregon DEQ regulations, Oregon Health Authority drinking water regulations, Oregon’s implementation of the National Pollutant Discharge Elimination System, and other relevant regulations
Proficient in common engineering software packages, including: Microstation Inroads Storm and Sanitary, Civil3D, WaterGEMS, SewerGEMS, and Excel
