Johnson Service Group (JSG) is proud to support one of our valued clients in their search for an experienced Water/Wastewater Engineering Project Manager / Group Leader in the Portland, Oregon area. This is a leadership opportunity focused on business development, project delivery, and team leadership within the municipal water and wastewater sector, specifically across the Oregon market.

In this highly visible role, the selected candidate will help drive growth and technical excellence in water and wastewater infrastructure projects. This includes planning and design for potable water, wastewater conveyance and treatment systems, hydraulic modeling, regulatory coordination, and master planning. The successful candidate will have strong technical experience, a passion for client service, and the ability to lead teams and mentor staff.
Key Responsibilities:
Business Development

  • Lead client relationship development across the Oregon municipal water/wastewater space.

  • Identify, pursue, and secure new project opportunities in coordination with market leadership.

  • Manage client experience and ensure projects meet expectations in delivery, communication, and results.

  • Contribute to strategic planning, forecasting, and cross-functional business unit collaboration.

Group & Project Leadership

  • Provide direction and oversight to a team of engineers delivering technical work.

  • Ensure project quality, timeliness, and financial performance align with company standards.

  • Mentor team members and contribute to performance reviews, hiring, and talent development.

  • Oversee engineering documents and deliverables for compliance and excellence.
Areas of Expertise (Preferred)

  • Potable and recycled water systems, groundwater supply, and conveyance infrastructure

  • Water and sewer system master planning and hydraulic modeling

  • Treatment processes, SCADA/controls integration, and regulatory compliance

  • Proficiency with engineering tools such as Civil3D, WaterGEMS, SewerGEMS, MicroStation, etc.
Basic Qualifications:

  • Bachelor’s in Civil or Environmental Engineering

  • Licensed Professional Engineer (PE) in Oregon

  • 15+ years of water/wastewater project experience, including 5+ years in a client-facing/business development role

  • Strong verbal and written communication skills
Preferred Qualifications:

  • 20+ years of relevant experience

  • Familiarity with Oregon’s water and wastewater regulatory environment

  • Experience with regional municipalities, special purpose districts, and local/state/federal agencies

Salary $120K-$200K depending on business development experience
